MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 4th October 2018 at 7.30 pm in Marston & Hougham  Village Hall.

Present: Cllr r Morley (in the Chair), Cllrs. V. Morrell, J. Hare, T Jones and A Watson, and                      Dist Cllr P Wood

18/19-69: Chairman’s remarks:   Chair welcomed all present.

18/19-70: Apologies – Cllrs P Cartwright and S Brown, and Cty Cllr A Maughan.

18/19-71: Declarations of Pecuniary Interest - there were none

18/19-72:  Minutes of the last meeting – Clerk had not brought a copy so signing will be at the November meeting.

18/19-73: Action items from the previous meeting:

[a] Emergency Plan –Still awaiting comments from LCC on the joint Plan and waiting to hear from Hougham that they will contribute £90 to the cost of the box contents.  Clerk to Chase.

[b] Village sign –ongoing.

[c] September report was available from the community cleaner.

[d] A tree survey along Toll Bar Road has been listed for action but as there are only 2 Tree Officers – still ongoing – Cllr Maughan will chase.

[e] Reed beds and bird hide – ongoing.

18/19-74:   County/District/Police matters:

Dist Cllr Paul Wood advised that the senior management are now up to full capacity.  SK is now holding a lottery to raise money for Charities. 

18/19-75: SID

It was agreed that a new battery should be purchased at an approximate cost of £120.

18/19-76: Bonfires – an article on bonfires will be put in the next magazine.  People are allowed to have bonfires but are restricted to what materials can be burnt.

18/19-77: School Safety Zone and Highways: Cllr Maughan advised that there is a scheme underway for waiting restrictions along School Lane.  PCSO had attended but parking problems still persist.  Mirror on Bridge Street not yet removed. 

18/19-78: Planning:

S17/2155 – Downtown Outlet – pending consideration – will go to committee on 16th October.  S18/0221 – Trent Autograss – pending consideration - will go to committee on 16th October.  No Councillor wished to attend to speak at the meeting. 

18/19-79: Amenity Area – the top of the hedge needs cutting – Cllr Watson will get advice and a quote.  Benches need a little attention and may need new ones.  Signage will be necessary.

18/19-80: Finance:

It was resolved to sign the bank reconciliation/income/expenditure accounts as at 31.8.18.

18/19-81: Correspondence – none.

18/19-82: Urgent matters for discussion – a letter from the Bede Charity is going to each household tomorrow, telling them about the Charity and inviting applications for funding.

Donations for the Christmas hamper are required by the next meeting.

The Autumn Social takes place on 13 October in the Village Hall – free entry.
