MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 3rd May 2018 at 7.30 pm in Marston & Hougham  Village Hall.

Present: Cllr R. Morley (in the Chair), Cllrs. S Brown, V. Morrell, J. Hare and T. Jones

18/19-14: Chairman’s remarks:  there were 2 members of the public present but they had spoken in the earlier  APM.  Chair welcomed all present.

18/19-15: Apologies –Cty Cllr Maughan, Dist Cllr Wood, Cllrs Cartwright and Watson.

18/19-16: Declarations of Pecuniary Interest - there were none.

18/19-17:  Minutes of the last meeting – Minutes of the meeting held on 5th April  were read, accepted as a true and accurate record, and signed by the Chairman.

18/19-18: Action items from the previous meeting:

[a] Emergency Plan –Cllr Forbes and Mr Chalklin from Hougham have joined Marston with regard to the Plan and it has been submitted to LCC with the amendments.  Cllr Forbes and Mr Chalklin have now had their training.

[b] Village sign –Village Sign People have been advised that there will not be a plinth.

[c]  Kerrs Crescent – Cllr Brown felt that repairing this bench would not be very satisfactory and it was agreed unanimously that a new bench be purchased.  It was agreed that the bench put forward by Cllr Watson at the last meeting would be acceptable and Clerk should order once she has spoken with Cllr Watson.

[d] Lyn Wesson had produced a report for April.  She has started strimming but Clerk to ask Cllr Cartwright if he had asked her to strim outside the Drury’s property as they are unable to do it?

[e] Lorry log to be left until Cllr Watson is present.

[f] Cllr Jones has in hand, arrangements for a plan to be drawn up for submission to Highways and the Environment Agency.  Once the steps are in a life-ring will be required, and we should promote the area.

[g] A tree survey along Toll Bar Road has been listed for action but as there are only 2 Tree Officers this will not be a speedy outcome.

[h] Cllr Watson had moved the SID but further assistance is required.

18/19-19:  County/District/Police matters: Nobody was present but a Newsletter from Cllr Maughan had been circulated prior to this meeting.

18/19-20: School Safety Zone and Highways: Cllr Maughan is still pushing for us.  Potholes continue to be a problem but LCC has received extra funding to assist with this.  The road signage for the School, and the school yellow zigzags, have been re-painted.

18/19-21: Planning:

     S17/2155 – Downtown Outlet – pending consideration.  S18/0306 – Wagtail Country Park change of use –approved.        Thorold Arms – no news on the appeal : pledges are coming in from villagers.  A response to the Trent Autograss application was agreed.

18/19-22: GDPR compliance:

Clerk had forwarded various documents to Councillors prior to this meeting.One or two typing errors needed correction but it was then unanimously agreed to adopt all documents.

18/19-23: Finance:

[a] It was resolved to sign the Annual Governance Statement for the 2017-18 Audit Return.

[b] It was resolved to sign the Accounting Statements for the 2017-18 Audit Return.

[c] It was resolved to pay the insurance renewal premium of £285.60.

18/19-24: Correspondence – we had been asked about moving a litter bin outside and near the school gates as a resident found smoking offensive.  It was agreed that this is not a matter for the PC  and Cllr Morley will speak with Mrs Marshall at the school, who can make a decision.

18/19-25: Urgent matters for discussion – agreed that the Internal Auditor should receive a bottle of wine and flowers up to £20.  The box bushes around the flower tub on Toll Bar Road are dying and need to be removed – agreed.  The tub will continue to be tended as before.  Flooding at end of Stonepit Lane has got worse, and is also bad outside Appleton House on Main Street and at the junction of Pinfold Lane and Barkston Road – Clerk to write to Highways.
