Minutes, 5 July 2023
NOTES of the Marston Parish Council meeting held at Hougham and Marston Village Hall
on Wednesday 5th July at 7.30 pm
Present: Cllr P. Cartwright (in the Chair), Cllrs R. Duckett, K. O’Sullivan, C Stephens, S. Vickers and A. Watson.
There were no members of the public present.
Cty Cllr Maughan had submitted his Report.
23/24-15: Apologies – Cllr S Brown, Cty Cllr A Maughan and Dist Cllr P Wood.
23/24-16: Declarations of Pecuniary Interest – there were none.
23/24-17: Minutes of the last meetings – the Minutes of the meetings held on 10th May were read and approved, and it was resolved that the Chairman sign them. It was resolved that the Clerk should do a precis of the Minutes for the magazine.
23/24-18: School Safety Zone and Highways – The drainage program is in hand but there is no date as yet. A parishioner has difficulty in getting out of his drive (in Pinfold Lane) and wishes to install a mirror – the mirror is likely be installed at a neighbouring property. Clerk to advise on how to move forward. There is no update on the dropped kerb at the new housing development. Top surface of footpaths is not satisfactory – weeds are already growing through - Chair has this in hand with Cllr A Maughan.
23/24-19: Electricity sub-station: A schedule of dates for various works has now been supplied by the National Grid. Technican (Mr Vaughan) has been invited to our meeting on 7th September – not yet known if he is available but it will be advertised on HAMES if he is.
23/24-20: Planning:
S23/0106 – Raising boundary railing at School – approved.
S23/0476 – Change of use for 14 touring pitches at Wagtail Country Park – pending consideration.
S23/0597 – elevational changes at Toll Bar Road site –approved.
S23/0714 – extension at Dove House – approved.
S23/0850 – change of use from agricultural to garden at Greystones – pending consideration.
S23/0931 – increase access width to track on Sand Lane – pending consideration.
Corn Drier Appeal – not yet resolved.
Toll Bar Road/A1 sign on verge – removed.
23/24-21: Community Cleaner – nothing to report.
23/24-29: SIDs – the old SID has been paid for by Hough PC and has been delivered to one of their Parish Councillors.
23/24-30: Amenity Area – has been cut but may need a second cut.
23/24-31: Trees and Hedges – Cllr O’Sullivan reported that a number of public footpaths are overgrown and unwalkable. He will let the Clerk have marked up maps showing the footpaths concerned so that she can report them. Clerk to write to the resident regarding hedge work carried out and thank him. Clerk to ask Cllr Maughan to look into a laurel hedge that has been put in along Barkston Road, appearing to be on Highways land. Clerk to reply to Mrs. W.
LCC to be asked to cut back the branches of the tree along Bridge Street when it gets to the point that it is dangerously overhanging the road.
The hedge along School Road will be monitored as agreed between the Chair and the property owner.
Note to go on HAMES regarding hedge cutting and bonfires.
23/24-32: Finance: It was resolved to sign the bank reconciliation at 31.5.23. Further agreed that as we now have our SIDs (fully paid for by grant funding), the reserve of £1000 should go back into everyday funds.
23/24-33: Matters for discussion: Cllr Duckett would like to attend a planning course – Clerk to check availability with LALC. Clerk read out an email from the Clerk to Great Gonerby PC concerning the Lighsource solar farm – Clerk to ask GG PC for details of the letter received and ask if they are proposing to do anything.
23/24-34: Date of next meeting: 7th September 2023.
