Minutes, 2 March 2023
NOTES of the Marston Parish Council meeting held at Hougham and Marston Village Hall
on 2nd March 2023 at 7.30 pm.
Present: Cllr P. Cartwright (in the Chair), Cllrs A.Barradell, S. Brown, and V. Morell; also Dist Cllr P Wood.
There was one member of the public present.
Chairman welcomed all present.
The member of the public was asking for an update on the yellow lines at Stonepit Lane but as Cllr Maughan was not available we were unable to do this.
Dist Cllr Paul Wood gave his report: The Pinfold Lane telephone pole position has been resolved. There was a full meeting of the Council yesterday and the budget for 2023-24 was agreed. This will mean a £5 increase on Council Tax for a Band D property. There is a proposal going forward for Grantham to become a Town Council.
Cty Cllr Alex Maughan subsequent to this meeting, sent his monthly report. He also added “ All of the objectors to the revised proposals (the most recent plan which includes the extended yellows on Stone Pit Lane and the agreed changes to School Lane) have been contacted by LCC to try and resolve these, but there were no responses received back. These objectors were residents on Stone Pit Lane, no objections were received for the School Lane changes. Therefore these proposals will now go forward to the Planning & Regulations committee for consideration by Councillors and a decision will be made at that meeting whether to proceed or not.”

22/23-85: Declarations of Pecuniary Interest – there were none.
22/23-86: Minutes of the last meeting – the Minutes of the meeting held on 5th January were read and approved, and it was resolved that the Chairman sign them.
22/23-87: School Safety Zone and Highways – see above report by Cllr Maughan.
22/23-88: Electricity sub-station: awaiting cutting of hedge – Cllr Wood will chase Andre.
22/23-89: Planning:
S22/0780 – new dwelling at Church Walk Cottage – pending consideration.
S22/1846 – Lightsource application for battery storage – approved.
S22/2166 – Engineering operations re surface access to solar farm – approved.
S22/2361 – Replacement garage at Roseneath – approved.
S23/0101 – Certificate of Lawfulness for no limitations at Wagtail Fisheries – pending onsideration.
S23/0106 – School railings – pending consideration.
S23/0118 – Re-submission of S21/2165 – new dwelling South of Dove House- pending consideration.
22/23-90 : Community Cleaner – nothing to report.
22/23-91: SID – only two volunteers had come forward for speed gun operation so this cannot go ahead as a minimum of six is required. SK has approved a grant of £4492.78 for two SIDs. Resolved to purchase 2 x solar SIDs from Elan City at a cost of £5,615.98. Grant acceptance form signed.
22/23-92: Amenity Area – no update on cleaning of river as yet.
22/23-93: Toll Bar Road drainage odour: Clerk had heard from Anglian Water (AW) that they had visited the Old Barn Hotel who advised that they carry out annual maintenance on the well and quarterly maintenance on the drains. They are two months off their next drainage maintenance. Agreed by AW that the Hotel will let them know when that maintenance is carried out and AW will then put a log into the drain again. If there is then a bad reading it is likely there is something stagnant in the pipe and this will need finding and removing.
22/23-94: Finance:
It was resolved to sign the bank reconciliations at 31.12.22 and 31.1.23. It was resolved that Cllr Watson can spend up to £100 on purchasing more litter pick equipment. Noted that the litter pick will take place on 12th March.
22/23-95: Urgent matters for discussion – there is a query as to ownership of a triangular piece of land adjacent to Bridge Street. A plan showing that land is to be sent to Cllr Maughan to establish whether LCC is the owner.

22/23-96: Date of next meeting: 10th May – Annual Parish Council Meeting, Annual Meeting and regular meeting.
