MARSTON PARISH COUNCIL
MINUTES OF THURSDAY 5TH SEPTEMBER AT 7:30 PM.
Attended by: County Cllr Maughan, District Cllr Wood, Cllr Cartwright, Cllr Duckett, Cllr Watson.
1. WELCOME by the Parish Council Chairman, Philip Cartwright

5. MINUTES OF THE PREVIOUS MEETING – 18th July

6. PLANNING MATTERS -
One planning application S24 / 1362 – C/O/U to garden from agriculture land. (due to time limits – no objections)
Noteworthy item – Care Home in Hougham was officially refused a certificate of lawfulness by SKDC today.
7. COUNTY & DISTRICT COUNCILLOR REPORTS
Detailed report from Cllr Paul Wood on matters regarding Solar Farms and SKDC’s stance. Also, CEO returns to SKDC this week after medical break.
Detailed report and options on the speed limit reduction on Brandon Rd down into Marston by Cllr Maughan. It was nominated by MPC that we would support an extension (Option 1) to the village hall of the 30mph and 40mph to the railway bridge. Cllr Maughan will put our request forward and he supports. It is regarded that it is a positive step for the community of Marston & Hougham as slower drivers can be regarded as safer drivers.
Update on Devolution and the latest meetings with Lincolnshire County Council

8. COMMUNITY MATTERS & OTHER BUSINESS
A. Situation regarding the powers and responsibilities of the Parish Council and what we can and can’t be involved in.
It was proposed that we continue as we are with utilising a recent information letter to raise the profile of the Council as and when required rather than a campaign as such. Facebook launch is imminent, some debate as to whether it would be supported, Cllr Watson raised whether content would be enough to keep people interested. Further debate required.
B. Update on incidents in Village over the Summer.
All noted and no further action required from the Parish Council
C. Vexatious Policy – To vet and decide to add to policy documents database.
Proposed by Cllr Cartwright and Cllr Duckett – resolved and added to file.
D. Clerk has referred to Lincolnshire Safety Partnership regarding the speed of the Brandon Rd past Hougham and into Marston.
Action noted. To work in conjunction with Cllr Maughan. Clerk to get in touch again to highlight. The road is quite narrow and has some adverse cambers in at key corners which is a safety concern if going too fast which resulted in a serious accident in January 2023
E. Vlillage Hall Community Project:- Quote accepted from Collaboration with LCC / Hougham PC, Village Hall Committee, Cllr Maughan & Marston PC to renovate Village Hall car park. Minute thanks to HPC in their majority decision with their financial assistance and also their chair, John Wright for a further personal contribution.
Hougham PC have very kindly donated £1000 with an extra £500 donation from the Chair, John Wright. Marston Parish Council have agreed over the Summer (due to timescales of quote) to grant £2000 which leaves a contribution of £1,500 from the Village Hall Committee. This was unanimously agreed over the summer break and proposed tonight by Cllr Cartwright and seconded by Cllr Duckett. Resolved
F. LALC Conference and AGM – 24th July at Belton – Apologies noted and accepted.

I. Welcome to new Residents letters and update.
It was decided that a template letter be added by the Clerk to the shared drive and bought back to Council for further development over the Autumn.

J. Speed indicator Device removal from light column and replacement pole.
LCC have kindly offered to move the Speed Indicator from the SKDC Lamp Column shortly and relocate to a new pole that will be erected by LCC contractors. Work in Progress
K. Can we make more of the Riverside Walk? Events? Signage?

L. Survey ideas for when Lightsource money is released.

9. FINANCIAL MATTERS
Signing of monthly reconciliations for July and August. Cash Book for up to end July circulated to Councillors in August.
August signed off. Clerk required to send July copy through to Chair.
