3. DECLARATIONS OF MEMBER INTERESTS -
Under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012, made under s30 (3) of the Localism Act, members are required to declare any disclosable pecuniary interests which they may have in any of the items under consideration at this meeting.

4. PUBLIC QUESTION TIME -
The meeting will be adjourned for an agreed time by the Chair for the public to ask questions about agenda items. The Chair will allocate speaking time as appropriate.
As per Standing Orders the Chair will assign time for public questions depending on the agenda length. Normally 3 minutes will be allocated per person. Residents are encouraged to register their questions beforehand with the clerk

6. COUNTY AND DISTRICT COUNCILLOR REPORTS-
County Councillor Maughan report – discussed and circulated around Councillors. Main topic raised was Devolution which led onto item 7
General flood issues and drainage around Main Street / Toll Bar Road. Chair has discussed with several residents prior to the meeting and CC Maughan will set up a meeting with Rowan Smith our local Highways Manager. MPC will take the opportunity to discuss flooding, trees on Bridge Street and recent re-tarmacing of footpaths.
7. DEVOLUTION – WHAT DOES THIS MEAN FOR US? -
DEVOLUTION DISCUSSION – This brief was received in late December to the Clerk. The pack / presentation received due to size will be circulated on an individual basis, starting with the chair.
Summary: - Lincolnshire is looking to devolve. A large sum of money (£24 million per annum over 30 years) will be available to County to help it achieve this should it be proceeded with. The Councillors are asked to consider carefully what this means for our community. The principle is devolving more powers to localized government. If a decision is taken to move forward, a Mayoral Combined County Authority would be formed with the election of a Mayor in May 2025.
Further Comments: Consultation do we speak to residents or do we look at as whole council? Motioned to put link out on HAMES. This will allow the residents to individually comment and help to understand what exactly DEVOLUTION will mean to them personally, the village and the immediate infrastructure around them.
Councillors were circulated the exec summary and will reply individually.

8. PLANNING SOLAR FARM-
S23 – 1934 - The Solar Farm - Several Councillors attended the meeting with Lightsourcebp at the end of November. Several concerns were put forward. See below MPC response: -
Marston PC Comments
This development is about one mile south of Marston Village and the survey carried out at
the end of October suggests that a majority of the residents who were interviewed supported the proposal. The latest proposal has reduced the area and removed one field from north of Green Lane and one from the south. Marston Parish Council would like to see the other field north of Green Lane removed and the field in the south re-instated.
The two fields to the north of Green Lane should revert back to the landowner. Green Lane
would then be the northern boundary and any further development northwards in the direction of Marston would be unacceptable. We believe that we already have our fair share of solar farms in this area.
The main access route to the site will be from the A1 via Toll Bar Road to Green Lane. The Parish Council believe that all HGVs coming to the site should approach Toll Bar Road from the north. HGVs from the south should be prohibited from using the crossover into Toll Bar Road and should be required to carry on north to Long Bennington, cross over on the bridge and re-join the A1 southbound. When the Marston Cold Store opened many years ago this was the proposal from the Highway Authority then but it was not carried through. Green Lane itself is in a very bad state of repair with numerous potholes and long sections where the edge of the carriageway is breaking away. Lincolnshire County Council Highways are well aware of this. Marston PC would like the road completely refurbishing before construction work starts on the project.

9. PLANNING UPDATE -
S23 – 1581 - Proposed erection of garage and garden storeroom. Proposed new entrance to plot with adjusted parking/turning. APPROVED – conditions are Proposed Garage Details- Drawing number: 233164-01 and within 3 years.
S23 – 2058 – Wagtail Country Park - Retrospective application for 1no. mobile lodge. Validated 4th December. Responses by 28th December 2023
S23 – 2213 – The Corn Drier, toll Bar Road - Confirmation of compliance with condition 1 (time limit) of S20/1562 (Residential development - outline). Validated 30th November. No response required.
S23 – 2198 – Siting of 30 new mobile holiday lodges – responses by 18th January 2024
S22 – 0780 – Outcome of appeal Church Walk Cottage – Inspectorate Dismissed
S21 - 2165 – Planning Appeal for land to South of Dove House – Written representations
10. PROJECT UPDATES -
1.3 Localised Flooding on Toll Bar Road – Chair updated earlier on within item 6.
1.4 Road Closure Road Order - Frinkley Lane 23/01 to 25/01
1.5 New Fence incident update. PV Baker informed. Writing to resident involved
1.6 6-hour F2F training ran by LALC attended by Clerk 29th November at Lincoln
1.7 Parish Mower broken – mower is beyond economic repair, more cost effective to move to Village Cleaner.
1.8 New agenda and minutes template discussion. Minutes to be reformatted.
11. FINANCE -
Precept Calculations and proposal.
Raise by 5% to ensure Insurance and other inflationary rises are accounted for.
