MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 5th September 2019  at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. S. Brown, R. Morley,  K. O’Sullivan and  C Stephens.  There was one member of the public present.

19/20 -48: Chairman’s remarks:   Chair welcomed all present and went into a public forum where the parishioner voiced his concerns at the public who allow their dogs to urinate against his front boundary wall and defecate on the grass outside his property in Stonepit Lane.  Discussion took place and the parishioner was advised to contact the Dog Warden at SKDC.

19/20 -49: Apologies –Cllrs V Morrell and A Watson plus Cty Cllr Maughan and  Dist Cllr P Wood.

19/20 -50: Declarations of Pecuniary Interest – all present in item 9 of the Agenda.

19/20 -51:  Minutes of the last meeting – the Minutes of the meeting held on  18th July 2019  were read and approved, and it was resolved that the Chairman sign them.

19/20 -52: Action items from the previous meeting:

[a] Emergency Plan – Clerk provided the final Plan which had been signed by the two Hougham Council representatives.  She also advised that the Hougham Councillors had seen the emergency box and that the Hougham electoral roll and phone book had been put into it.  Cllr O’Sullivan hand delivered the signed Plan to Cllr Watson.

[b] Village sign –the socket has been concreted in and the sign will be put up on 15th September by Cllrs Brown and O’Sullivan.

19/20 -53:   County/District/Police matters:  None.

19/20 -54:  School Safety Zone and Highways:  The yellow lining consultation should start shortly.The drains at Main Street and Pinfold Lane have been jetted and Highways say the work is complete.  There is no update on the Stonepit Lane flooding.

19/20 -55: Planning:

S19/0638 – change of use at A1/Toll Bar site – pending consideration.

S19/0735 -  application for drive through coffee shop – response awaited from applicants as a result of Highways comments.

             S19/1117 – application for 1.5 storey extension at The Willows, Main Street – withdrawn.

19/20-56: Thorold Arms – The original contact at POL (regarding the Outreach service) has changed position within the PO and contact details and name of a new contact are awaited.  It is hoped the pub will open on 1st December.

19/20-57: Telephone box – pane of glass has been broken.  Cllr Stephens will take a look and repair it if he can (£50 allowance given).

19/20 -58: Amenity Area – Two fingerpost signs are in place.  Agreed that Mr Renshaw should go ahead with grass cutting and hedge topping.

19/20 -59: Finance:

It was resolved to sign the bank reconciliation at 31.7.19.

Clerk advised that Internet Banking arrangements are changing at Yorkshire Bank and she presented the form that the bank requires to be completed.Signatories signed the form.

Agreed that the CHT invoice in the sum of £151.20 for the next years maintenance should be paid at the end of September.

A cheque was drawn for the petrol used by the parishioner who cuts the grass.

The community cleaner’s report for July was to hand but the August one had not yet been received.

Various payments are required (internal auditors gift, ballast for village sign, and PCC donation) – clerk asked that requests be put in writing with supporting invoices.

19/20 -60: Correspondence – none.

19/20 -61: Urgent matters for discussion – Bricks are falling out of the river bridge at Bridge Street.  Clerk to write to LCC Highways and Anglian Water to establish whose responsibility this is.

Memorial poppies have arrived and Cllr Morley will deal with putting them up within the village.

19/20 -62: Date of next meeting:  3rd October 2019 at 7.30 pm.
