MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 7th March 2019 at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. S Brown, T. Jones, R. Morley, V. Morrell and K. O’Sullivan.  There were no members of the public present.

18/19 -137: Chairman’s remarks:   Chair welcomed all present.

18/19 -138: Apologies –Cty Cllr A Maughan, Dist Cllr P Wood and Cllr A Watson.

18/19 -139: Declarations of Pecuniary Interest – all present- in item 10 of the Agenda relating to the Thorold Arms.

18/19 -140:  Minutes of the last meeting – the Minutes of the meeting held on  7th February  were read and approved, and it was resolved that the Chairman sign them.

18/19 -141: Action items from the previous meeting:

[a] Emergency Plan –A quote for the emergency box was available amounting to £160.  This was more money than anticipated and Cllr Morley will look at acquiring an ammunition box at less cost.

[b] Village sign –ongoing.  

[c] The community cleaner is leaving at the end of March.  Strimmer should be delivered to Cllr Cartwright’s house.  Cllr Watson to advertise vacancy on HAMES and in the Together magazine.

[d] Cllr Maughan thought the Toll Bar Road tree survey had been carried out without any issues arising – this is to be confirmed.

18/19 -142:   County/District/Police matters:

Cllr Maughan had submitted his report by e-mail, prior to the meeting.

18/19 -143:  Defibrillator –a training session has been arranged for 29th April.  Cllr Morley will attend as Cllr Cartwright will be away.

18/19 -144:  School Safety Zone and Highways: a map showing the proposed extended yellow zigzag lines has been provided.  The yellow lines along Stonepit Lane need to go further along than shown in the map, and the School Lane extension has gone too far.  Councillors will point this out during the consultation period.  Mirror on Main Street is still there.  Clerk to chase the flooding issue at Pinfold Lane/Main Street junction.  Potholes in Pinfold Lane have been filled.  Clerk had e-mailed Highways England regarding reinstatement of the link road from Toll Bar Road to Downtown roundabout but not had any response – Clerk to chase and invite representatives of Highways England to a PC meeting.

18/19 -145: Planning:

     S18/0221 – Trent Autograss – pending consideration.

     S18/2027 – Thorold Arms extension – approved.

     S18/2114 – Wagtail Country Park – pending consideration.

     S18/2309 – Greystones, Pinfold Lane - pending consideration.

     S19/0104 -  Orchard End,  Main Street – pending consideration.

     S19/0202 – extension at Greenacre, Pinfold Lane – pending consideration

     S19/0207 – hot tub canopy at Toft House Farm – pending consideration.

     S19/0350 – Council has no objections.

18/19 -146: Thorold Arms – Committee not going ahead with PWL request.  Clerk to write to the Post Office with a request for an Outreach service – Cllr O’Sullivan to supply contact details.

18/19 -147: Amenity Area – all agreed name should be Riverside Walk.  Clerk to get cost of two fingerpost signs and picnic benches.  Cllr Brown will talk to the land owner for details for an information board.

18/19 -148: Soldier Silhouettes and Poppies.   Soldier Silhouettes no longer available.  Agreed unanimously that we should purchase 30 poppies at £3 each.

18/19 -149: Finance:

It was resolved to sign the bank reconciliation/income/expenditure accounts as at 28.2.19.

It was resolved that we will pay the annualLALC subscription of £141.55.

18/19 -150: Correspondence – none.

18/19 -151: Urgent matters for discussion - Clerk handed out Nomination packs for the upcoming elections, with details.  Agreed Cllr Cartwright will receive completed forms and Clerk will collect from him by 16th March, and hand deliver to SKDC.  Dog fouling is an ongoing problem.  Clerk to write to Western Power to ask if they can move the electricity pole outside “Redwood” on Toll Bar Road as the position of it on the public footpath does not leave room for disability scooters, wheelchairs etc.   The padlock on the SID bangs when it’s windy.  After the elections, Councillors to consider whether to move meetings to every two months rather than every month – Clerk’s hours to be re-considered.

18/19 -152: Date of next meeting:4th April 2019.  (APM 7 pm then regular meeting).
