MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 7th February 2019 at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. S Brown, T. Jones, V. Morrell, K. O’Sullivan and A Watson, and  Cty Cllr A Maughan,  Dist Cllr P Wood  and one member of the public.

18/19-119: Chairman’s remarks:   Chair welcomed all present.

18/19-120: Apologies –Cllr R Morley.

18/19-121. Chairman requested the member of the public to put his question.  With regard to the parking problem on Stonepit Lane, where the gentleman lives, people in cars collecting and dropping off school children often park across his driveway and he cannot get out of his property.  Also, farm vehicles have difficulty getting along Stonepit Lane and have to go onto the verges.  Cllr Maughan said that draft plans will shortly be available from Highways, and there will be a consultation.  Parking restrictions will be time-based around school time.  There may not be a quick result but should be by the end of the calendar year.  Cllr Maughan requested that the member of the public write to  him with his concerns.

18/19-122: Declarations of Pecuniary Interest – all present- in item 10 of the Agenda relating to the Thorold Arms.

18/19-123:  Minutes of the last meeting – the Minutes of the meeting held on 3rd January  were read and approved, and it was resolved that the Chairman sign them.

18/19-124: Action items from the previous meeting:

[a] Emergency Plan –The Plan is on the website and there is a need to recruit stewards.  The Emergency box is being prepared and all its contents have been purchased.  Total cost £262.06 – authorised to pay and Clerk to collect 1/3 from Hougham PC.

[b] Village sign –ongoing.   No date for completion available.

[c] The January report from the Community Cleaner had not been received.  The dog fouling situation is quite bad along Barkston Road and Main Street.

[d] Cllr Maughan thought the Toll Bar Road tree survey had been carried out without any issues arising – this is to be confirmed.

[e] Reed beds and bird hide – a letter from Anglin Water had been delivered to all properties concerning updating the drainage system.

18/19-125:   County/District/Police matters:

Cty Cllr Maughan advised that the budget vote is to take place on 22nd February and recommendation is a 4.95% rise in Council Tax.

Dist Cllr Wood advised that the Local Plan is with the Inspectors who are likely to make comments and refer back, before it is adopted.  Rural settlements need to be aware of Rural Exception Site applications. Cllr Wood has £150 remaining from his Ward Members funding and this PC  requested it for use towards the updating of the amenity area.  Clerk to complete form.

18/19-126:  Defibrillator –Heat pads had been ordered and a second set was required.  First set has been delivered and paid for.  Another training session should be organised – Clerk to contact CHT.

18/19-127:  School Safety Zone and Highways: there is a draft scheme in place for lineage in School Lane and Stonepit Lane to stop parking (see also Minute 18/19-121).   The mirror in Bridge Street has still not been removed.  Flooding at Main Street/Pinfold Lane still very bad – Cllr Maughan requested some photographs and he will seek a timescale for repair.  Three Councillors had attended the Highways Q and A session where Cllr Richard Davies was in the Highways seat.  Lorry parking in Long Bennington is an issue.  Highways could have been more helpful with regard to the Trent Autograss planning application.  Gritting routes were discussed and it was made clear that they do not have to grit school bus routes.  There is currently an ongoing audit relating to the A1 through Lincolnshire and Cllr Jones suggested that the slip road from Toll Bar Road to the roundabout at the Gonerby Moor Service Area should be reinstated.  Clerk to write to Highways England with a copy for Caroline Johnson MP, Cllr Davis and Cllr Maughan.

18/19-128: Planning:

     S17/2155 – Downtown Outlet – approved.

     S18/0221 – Trent Autograss – pending consideration.

     S18/2027 – Thorold Arms extension – pending consideration.

     S18/2114 – Wagtail Country Park – pending consideration.

     S18/2309 – Greystones, Pinfold Lane - pending consideration.

     S19/0045 -The Pinfold, Pinfold Lane – permitted development.

     S19/0104 -  Orchard End,  Main Street – no objections.

18/19-129: Thorold Arms – based on the approximate figures given by the Clerk, £30,000 would be untenable.  Agenda for March when Cllr Morley will be back.

18/19-130: Amenity Area – Initial length of hedge laying has been completed and paid for.  Next step is signage – a finger sign and a “dogs allowed” sign.  An event should be held in the summer to encourage people to use the area.  A name is required for the area – suggestions at March meeting.

18/19-131: Soldier Silhouettes and Poppies.   Held over till March meeting.

18/19-132: Finance:

It was resolved to sign the bank reconciliation/income/expenditure accounts as at 31.1.19.

It was resolved to sign a letter to Yorkshire Bank transferring Pass Book account funds to a new 15 day Savings Account.

18/19-133: Correspondence – none.

18/19-134: Bede Charity – John Crozier has come forward to be a Trustee – Cllr Morrell to write to him and to Tallents Solicitors, confirming his appointment.

18/19-135: Urgent matters for discussion – litter pick is set for 24.3.19.  Clerk to order more dog poo bags.

18/19-136: Date of next meeting:7th March 2019.  Annual Parish Meeting to be held in April,
