MARSTON PARISH COUNCIL
MINUTES of the Parish Council meeting held on 4th April 2019 at 7.15 pm in Marston and Hougham Village Hall.
Present: Cllr P Cartwright (in the Chair), Cllrs. R. Morley, V. Morrell, K. O’Sullivan and A. Watson. Dist Cllr P Wood and candidate for SK elections, Claire Storer. There were no members of the public present.
19/20 -1: Chairman’s remarks: Chair welcomed all present.
19/20 -2: Apologies –Cty Cllr A Maughan.
19/20 -3: Declarations of Pecuniary Interest – all present- in item 10 of the Agenda relating to the Thorold Arms.
19/20 -4: Minutes of the last meeting – the Minutes of the meeting held on 7th March were read and approved, and it was resolved that the Chairman sign them.
19/20 -5: Action items from the previous meeting:
[a] Emergency Plan –A villager had been asked to re-quote for making the emergency box for no more than £80 – this quote awaited. Cost of ammunition box is £65.
[b] Village sign –ongoing.
[c] Strimmer is with LMS and Cllr Cartwright will collect once its ready. A villager had shown an interest in the community cleaner position and Cllr Watson will follow this up – agreed that cleaning the phone box should be added to the list of duties. Clerk to look in to strimmer training.
[d] Cllr Maughan chasing up on the Toll Bar Road tree survey.
[e] Western Power has said that moving the pole in Toll Bar Road would be far too expensive to consider.
19/20 -6: County/District/Police matters:
Cllr Wood said that the new Local Plan would be relevant until 2036 – some queries have been raised by the Inspector and the review starts on 8th May. The District Council has had 7 candidates for 2 seats in our Ward.
19/20 -7: Defibrillator –a training session has been arranged for 29th April and a note has been put on HAMES.
19/20 -8: School Safety Zone and Highways: it was agreed that the zigzags in School Lane should only be extended as far as the entrance to the school car park – Clerk to advise Cllr Maughan. A survey will be carried out this month into the flooding at Pinfold Lane/Main Street.
19/20 -9: Planning:
S18/0221 – Trent Autograss – pending consideration – a more detailed report is required from applicant.
S18/2114 – Wagtail Country Park – pending consideration.
S18/2309 – Greystones, Pinfold Lane – approved.
S19/0104 - Orchard End, Main Street – approved.
S19/0202 – extension at Greenacre, Pinfold Lane – approved.
S19/0207 – hot tub canopy at Toft House Farm – approved.
S19/0350 – 2 new dwellings at Thaddeus Farmhouse – pending consideration.
S19/0445 – approval of reserved matters at Wagtail – pending consideration.
19/20 -10: Thorold Arms – Cllr O’Sullivan had met with Mr Johnson from POL – a number of questions had been raised by POL and answers had been given. We await any further updates from POL. Cllr Morley said that a PWL was being revisited as the pub still needs about £70,000. He will circulate an email that sets out the costs to parishioners by way of increase in Council Tax. Hougham PC must also apply for a PWL. Agreed that if it is agreed to look at a PWL then a village meeting must be held for both Marston and Hougham residents. Clerk to check timescale from receipt of loan to starting repayments.
19/20 -11: Amenity Area – Clerk awaiting costs for fingerpost signs.
19/20 -12: Poppies. Cllr Morley has the required cheque for the poppies but he has no direct contact to send the cheque to at present.
19/20 -13: Finance:
It was resolved to sign the bank reconciliation/income/expenditure accounts as at 31.3.19.
19/20 -14: Correspondence – none.
19/20 -15: Urgent matters for discussion – Lorry log should be kept but there have been no sightings for months.
19/20 -16: Date of next meeting:16th May (Annual Meeting of the PC at 7 pm then regular meeting).
