MARSTON PARISH COUNCIL
MINUTES of the Parish Council meeting held on 17th September 2020 at 7.30 pm in Marston and Hougham Village Hall.
Present: Cllr P Cartwright (in the Chair), Cllrs. S, Brown, V. Morrell, K. O’Sullivan, C Stephens and A. Watson There were no public present.
20/21-4: Chairman’s remarks: Chair welcomed all present and advised of Rob Morley’s resignation. Clerk advised that the relevant Notice is on the website and in noticeboards and co-option can take place after 1st October, so long as no election is called. A new Vice Chair will be appointed at the Annual Meeting of the PC in May 2021.
20/21-5: Apologies –Cty Cllr A Maughan.
20/21-6. Declarations of Pecuniary Interest – there were none.
20/21-7: Minutes of the last meetings – the Minutes of the meetings held on 19th March and 13th May 2020 were read and approved, and it was resolved that the Chairman sign them.
20/21-8: Emergency Plan – in respect of the Coronavirus crisis. There had been about 9 volunteers – there had been a few initial calls but everything has now settled down. If there is a “spike” then we will know who needs help.
20/21-9: County/District/Police matters: Cllr Maughan had sent a report.
20/21-10: School Safety Zone and Highways: The TRO for no waiting restrictions on Stonepit Lane has had works issued but there is no timescale. There is no update on the flooding issues.
20/21-11: Planning:
S19/0735 – planning application approved for the coffee shop at A1/Toll Bar Road junction but no works can commence until Highways England has finished its consultation regarding the crossover from northbound A1. Chair will have a virtual meeting with Highways England, Cllr Maughan and Richard Davies on 12th October. Noted that QK and Harlaxton Engineering traffic is not supposed to use the crossover anyway.
S19/1422 – Glendale – 6 new houses – approved.
S19/1579 – The Willows, Barkston Road – 1.5 storey new dwelling – approved.
S19/1649 – additional dwelling near the Dovehouse, Barkston Road – withdrawn.
S20/0280 –Barthorne House, Toll Barr Road – extension – details not required by SK.
S20/1054 – Installation of 600 solar panels at Harlaxton Engineering – details not required by SK
20/21-12: Community Cleaner – A new mower has been purchased but has already broken down. A lot of strimming has been done and refurbishment of village benches is underway.
20/21-13: SID – Cllr Stephens will chase Unipart as he has not heard anything since the original order. The SID needs charging more frequently.
20/21-14: Amenity Area –Hedge laying brush has been cleared by Community Cleaner and Councillors. Thistles have been cleared and wild flower seeds scattered. The area has been cut twice and some hedging has been cut – a final tidy up is needed. Resolved to have the last (approx.) 75 metres of hedge laid. No update on Nature Trail.
20/21-15: Website – to conform to the new Accessibility Regulations, LCC has set up new websites for Parish Councils. Cllr Watson has transferred documentation from the old site to the new and the new site should go live shortly, but definitely by the end of December. An Accessibility Statement, Privacy Policy and Cookies Policy are needed.
20/21-16: Finance: It was resolved to sign the bank reconciliations at 30.4.20, 31.5.20, 30.6.20, 31.7.20 and 31.8.20.It was further resolved to pay the annual maintenance invoice for £151.20 to CHT.A cheque for £60 issued in February to “Together” has not been banked and is not over 6 months old, so a new cheque was issued.The Council’s insurance was reviewed and renewed in June.
Resolved that the Clerk should pay the £600 donation to the PCC (already precepted for).
20/21-17: Correspondence – Chair had circulated information on the Good Neighbour Scheme but it was unanimously agreed that the PC did not want to participate – helping villagers works anyway.
20/21-18: Urgent matters for discussion – Cllr Maughan is checking that A1 Highways land adjacent to the “triangle” at the Toll Bar Road junction, has not been “snatched”. Dog fouling is an issue again – a note to go on HAMES. Cllr Morrell has been appointed to the Bede Charity Trust for a further 4 years. Nitrous oxide pods have been found at the bird hide and in the village hall car park – use of these is a quite common occurrence these days. Clerk to report to the Footpath Officer that the stile has gone on the footpath from Stonepit Lane to the back of Kerrs Crescent in to Toll Bar Road. There had been a problem with acrid smoke from bonfires in the summer.
