MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 2nd January 2020  at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. R. Morley, V. Morrell, C Stephens and A. Watson plus Cty Cllr A Maughan and  Dist Cllr P.Wood.  There were no public present.

19/20 -97: Chairman’s remarks:   Chair welcomed all present.

19/20 -98: Apologies –Cllrs S Brown and K. O’Sullivan.

19/20 -99: Declarations of Pecuniary Interest – there were none.

19/20 -100:  Minutes of the last meeting – the Minutes of the meeting held on 12th November 2019  were read and approved, and it was resolved that the Chairman sign them.

19/20 -102: Action items from the previous meeting:

The Thorold is now open and the Post Office service has commenced.

19/20 -103:   County/District/Police matters:  Cllr Maughan stated the LCC budget process is now in hand and takes 6-7 weeks.  There will be no big change in the funding LCC receive.  Council tax is likely to increase between 2%-4%.  £211 million of funding has now reduced to £20 million over past 7 years.  There is £125 million in reserve but some of this is specifically allocated.  The new Chief Executive is Debbie Barnes who was Director of Childrens Services.  NE Lincs, North Lincs and LCC are looking to come together in a devolution deal. 

Cllr Wood said that SK’s budget process is in hand.  Band D increase of £5 is the most likely outcome.  There is an advert out for a new chief executive and there have been 17 applications which have been shortlisted to 5.

19/20 -104:  School Safety Zone and Highways:  Still waiting to hear when the zigzag lines and yellow lining will go to Committee but it may be a few months yet.  A survey has been carried out on both areas of flooding and because of the delay any works required will be prioritised. [Stonepit Lane may have been done].  The request for speed reduction between the bridge on Bridge Street, Marston and the Hougham turn has been assessed but will not be actioned.  We would need 3 new properties in that area to be built before it could be reconsidered.  Highways England and LCC are working on improvements to the A1.

19/20 -105: Planning:

S19/0735 – application for drive through coffee shop at Toll Bar garage A1 – no change.

S19/1422 – Glendale – 6 new houses – pending consideration.

S19/1579 – The Willows, Barkston Road – 1.5 storey new dwelling – pending consideration.

S19/1649 – additional dwelling near the Dovehouse, Barkston Road – pending consideration

S19/1813 – extensions at Chapel Cottage, Toll Bar Road – approved conditionally.

S19/2016 – non material amendment re Thaddeus House - approved.

S19/2041 – replace railings at school – pending consideration.

 

19/20-106: Amenity Area –100 more metres of hedge will be laid this month – grass cutting when weather is better.  Cllrs Watson and Cartwright have tidied up the hedge that was laid last year.            Cllr Stephens will report back at the next meeting regarding a nature trail, when he has met with the school.

19/20 -107: Finance:

It was resolved to sign the bank reconciliation at 30.11.19.Clerk had circulated information regarding actual/projected figures to 31.3.20 against budgets and it was resolved to agree a precept increase of 3% to £5,047.

19/20 -108: Correspondence – none.

19/20 -109: Urgent matters for discussion – none.
