Minutes, 19 March 2020

MARSTON PARISH COUNCIL

NOTES of the Parish Council meeting held on 19th March 2020  at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. R. Morley, V. Morrell, K. O’Sullivan, C Stephens and A. Watson plus Cllrs Forbes and Chalklin from Hougham.  There were no public present.

19/20 -123: Chairman’s remarks:   Chair welcomed all present and thanked Cllrs Forbes and Chalklin for attending for the Emergency Plan matter on our Agenda.

19/20 -124: Apologies –Cllrs S. Brown,  V Morrell, Cty Cllr A Maughan and Dist Cllr P Wood.

19/20 -125: Declarations of Pecuniary Interest – all Councillors with regard to The Thorold.

19/20 -126:  Minutes of the last meeting – the Minutes of the meeting held on 6th February 2020  were read and approved, and it was resolved that the Chairman sign them.

19/20 – 127: Emergency Plan – in respect of the Coronavirus crisis.  It is important to ensure that everyone has the support they need.  The draft message prepared by Cllr Watson for HAMES was agreed.  A few names to be considered for support were mentioned and those people had mostly been spoken with.  A mail drop to every home in Marston and Hougham will be carried out and Cllr Stephens agreed to produce it. The draft wording was agreed. Cllr Watson will check with the LRF regarding insurance for volunteers.   Cllrs Forbes and Chalklin then left.

The PC meeting then continued at 8.10 pm.

19/20 -128:  County/District/Police matters:  There were no reports.

19/20 -129:  School Safety Zone and Highways:  There were no updates. 

19/20 -130: Planning:

S19/0735 – likely that SKDC will approve planning application with conditions.  Cllr Maughan is still pressing Highways England for a full report of their findings for our section of the A1.

A consultation will take place.

S19/1422 – Glendale – 6 new houses – pending consideration.

S19/1579 – The Willows, Barkston Road – 1.5 storey new dwelling – pending consideration.

S19/1649 – additional dwelling near the Dovehouse, Barkston Road – pending consideration.

S20/0280 –Barthorne House, Toll Barr Road – extension - there are no objections

19/20-131: Amenity Area –Hedge laying has been completed and it was resolved to pay the contractor £1500.  Removal of the brush – some can be cut up for wood and the rest put ready for a bonfire in the summer.   Councillors will sort it out before the end of April.  There was no update with the school, regarding the Nature Trail.

19/20 -132: Finance:

It was resolved to sign the bank reconciliation at 29.2.20.Clerk advised that we ought to take some money from the 15 day notice account (£865.89) and a letter of authority to Yorkshire Bank was signed.

19/20 -133: Correspondence – a letter from LIVES had been received requesting donations and it was resolved to donate £50.

19/20 -134: Urgent matters for discussion – a new battery for the SID will cost £143.67.  We need Unipart Dorman to install it and this will be an additional cost – Cllr Stephens will enquire.

Thanks were offered to all those who took part in the litter pick.

19/20 -135: Date of next meeting: 16th April 2020 at 7.30 pm.
