MARSTON PARISH COUNCIL

MINUTES of the Parish Council meeting held on 6th February 2020  at 7.30 pm in Marston and Hougham Village Hall.

Present: Cllr P Cartwright (in the Chair), Cllrs. S. Brown, V. Morrell, K. O’Sullivan, C Stephens and A. Watson plus Cty Cllr A Maughan and  Dist Cllr P.Wood.  There were no public present.

19/20 -111: Chairman’s remarks:   Chair welcomed all present.

19/20 -112: Apologies –Cllr R. Morley.

19/20 -113: Declarations of Pecuniary Interest – all Councillors with regard to The Thorold.

19/20 -114:  Minutes of the last meeting – the Minutes of the meeting held on 2nd January 2020  were read and approved, and it was resolved that the Chairman sign them.

19/20 -115:  County/District/Police matters:  Cllr Wood stated that a new Chief Executive has been appointed for SKDC – Karen Bradford.  Budget approval will take place in March but it is likely that there will be an increase in Council Tax of £5 on Band D.  The Local Plan has been approved.

Cllr Maughan said that the LCC budget process is in hand and Council tax is likely to increase by 3.5%.

19/20 -116:  School Safety Zone and Highways:  Cllr Maughan had attended the planning committee meeting regarding the zigzags and yellow lines and advised that the No Waiting restrictions will be going ahead.  Investigatory work is being undertaken with regard to the flooding in Stonepit Lane and on Main Street.

19/20 -117: Planning:

S19/0735 – application for drive through coffee shop at Toll Bar garage A1 – an amended application has been received showing closure of the right-hand turn from the A1 northbound, on to Toll Bar Road.  It is not clear whether Highways England are behind this proposal.  All agreed that further consultation is needed by SKDC before they determine this amended application.  At the very least they need to consider Highways England’s report on the A1 and wider proposals.  A planning application is not the right forum to close the right turn.  This amended application does not consider the other issues of the southbound slip road.  Clerk to respond to SKDC planning accordingly.

S19/1422 – Glendale – 6 new houses – pending consideration.

S19/1579 – The Willows, Barkston Road – 1.5 storey new dwelling – pending consideration.

S19/1649 – additional dwelling near the Dovehouse, Barkston Road – pending consideration.

S19/1813 – single storey extensions at Chapel Cottage, Toll Bar Road – approved.

S19/2041 – replace railings at school – approved.

19/20-118: Amenity Area –Hedge laying is due to start imminently.  Contractors for Western Power will be cutting back trees from overhead cables. Cllr Stephens circulated notes of his meeting with the deputy head of the school.  The most likely high expense will be an identification board and he is getting some costings together.

19/20 -119: Finance:

It was resolved to sign the bank reconciliation at 31.1.20.It was resolved to pay £60 to Together.

19/20 -120: Correspondence – none.

19/20 -121: Urgent matters for discussion – the SID battery is only lasting 6 days.  A new battery should last 4 years – Clerk to check when last one was purchased.  Cllr Stephens to then follow up.

An update regarding The Thorold was given.  Litter pick to take place on 15 March.
