MARSTON PARISH COUNCIL
 
NOTES of the Parish Council meeting held at Hougham and Marston Village Hall on 7th July 2022  at 7.30 pm 
 
Present: Cllr P. Cartwright  (in the Chair), Cllrs A.Barradell, S. Brown, V. Morell,  K. O’Sullivan, 
C. Stephens and A. Watson.   Also Dist Cllr P Wood.  There were 9 members of the public in attendance.
 
22/23-20: Chairman welcomed all present and asked visitors to give their names and similarly he gave the names of Councillors and Clerk.
 
The public forum then took place.  There were a number of people from Kerrs Crescent who are upset about the possible moving of the electricity sub-station to the corner of Kerrs Crescent next to the bus shelter.  They were advised that Western Power do not normally consult residents as they look for an appropriate site to do what is needed.  The decision is Western Power’s and it was agreed that the Clerk will write to them asking for a consultation between themselves and SKDC, and residents.
Other residents were concerned with the speed of traffic through the village and do not believe that the natural bends between Bridge Street and Toll Bar Road do slow the traffic.  They feel we need more updated SIDs showing flashing words etc.  They also felt chicanes or other methods of slowing traffic were required.  Agreed that the PC will talk to Rowan Smith when they meet (Clerk to chase Cllr Maughan for a date with Rowan Smith).
Finally,  a resident on Stonepit Lane said that if cars park either side of his driveway it is not possible for his family to get out (despite the assertions of Highways).  They have to turn left, turn around and then exit Stonepit Lane that way.  Again, it was agreed that the PC will bring this up at the meeting with Rowan Smith and he will be notified of the date of the meeting.
 
22/23-21: Apologies – Cty Cllr A Maughan.
 
22/23-22: Declarations of Pecuniary Interest – there were none.
 
22/23-23:  Minutes of the last meeting – the Minutes of the meeting held on 19th May 2022 were read and approved, and it was resolved that the Chairman sign them.
 
22/23-24:  County/District/Police matters:  The Council Offices are up for sale and staff will be moving to offices above the Savoy Cinema.
 
22/23-25: School Safety Zone and Highways – As Cllr Maughan was not at the meeting, there were no updates.  Cllr Barradell advised that the cost of a solar powered SID with words, was in the region of £5,500.  Clerk suggested he talk to the LRSP about solar powered SIDs as she had been advised by the LRSP in the past, that they were not recommended.
 
22/23-26: Planning:       
         S22/0085 – Wagtail Fisheries- removal of restriction on numbers – pending consideration.
         S22/0669 – land at A1/Toll Bar Road junction – Cllr Barradell advised that the snatched land is unregistered.
         S22/0778 – Mill Farm House – new entrance and replacement garage –  approved.
         S22/0780 – new dwelling at Church Walk Cottage – pending consideration.
         S22/1043 – Reserved Matters at The Corn Drier – pending consideration.
         S22/1175 – Discharge of Conditions at The Corn Drier – pending consideration.
 
22/23-27: Community Cleaner – his June report has been circulated.
 
22/23-28: Defibrillator training – Clerk to chase Jo Wright about the person in Hougham.
 
22/23-29: Amenity Area – the four benches have now been delivered (flat packs).  They will be taken to the area on 17th July at 10.30 and assembled there.  A safety ring and post will cost £142 plus VAT – it was agreed to purchase this.  The fingerpost sign has gone missing again but it may be in the undergrowth.
KR is unwell so it was agreed that RP should be asked to cut the grass plus cut the hedging after the harvest.   Agreed we should pay £100.
 
22/23-30: Sewage Inspection Chambers – Clerk to chase Anglian Water for update. Operations Department reference 21430655. 
 
22/23-31: Queens Platinum Jubilee –the activities went ahead despite the bad weather and it was a very good day.  A profit of £580 was made and £50 has been given to the Running Club for the tents they supplied.  The balance of £530 will go to the Village Hall fund.
 
22/23-32: Code of Conduct: the new Code of Conduct had been circulated and it was resolved to adopt it.  
 
22/23-33: Policy Documents:  All had been reviewed and it was resolved to retain them. 
 
22/23-34: Finance:  It was resolved to sign the bank reconciliations at 31.5.22 and 30.6.22.
 
22/23-35:  Urgent matters for discussion – Clerk confirmed that a letter to the owner regarding the overgrown hedge on School Lane had been sent today.  Dog faeces are a serious problem again – a post is to go on Facebook.  Clerk to arrange payment of £600 to the PCC for grass cutting.
 
22/23-36:  Date of next meeting:   1st September 2022
