MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held at Hougham and Marston Village Hall on 3rd March 2022 at 7.30 pm
Present: Cllr P. Cartwright (in the Chair), Cllrs A.Barradell, S. Brown, and K. O’Sullivan.
21/22-116: Chairman’s remarks: Chair welcomed all present.
There were no members of the public present.
21/22-117: Apologies – Cllrs Morrell, Stephens and Watson and Dist Cllr Paul Wood.
21/22-118: Declarations of Pecuniary Interest – there were none.
21/22-119: Minutes of the last meeting – the Minutes of the meeting held on 6th January 2022 were read and approved, and it was resolved that the Chairman sign them.
21/22-120: County/District/Police matters: Cty Cllr Maughan and Dist Cllr Paul Wood were not present.
21/22-121: School Safety Zone and Highways – Enforcement Officer was due to visit the Toll Bar Road/A1South side area where two static caravans stand – outcome yet to be received. Chairman had a meeting with Cllr Maughan and the head teacher of the school regarding the new zigzag lines – parking on the left has made it difficult for farm traffic – Cllr Maughan will speak with Rowan Smith about the difficulties and the possibility of a lay-by was mooted. Traffic is travelling at speed through the village and there needs to be some way of slowing it down – clerk to write to Cllr Maughan and Rowan Smith for any ideas. Clerk to enquire whether there is any funding for SIDs.
21/22-122: Planning: S21/1413 – The Corn Drier – reserved matters – approved.
S21/2165 – New dwelling at Dove House, Barkston Road – withdrawn.
S21/2166 – conversion of outbuilding at rear of Dove House – approved.
S22/0085 – Wagtail Fisheries- removal of restriction on numbers – pending consideration.
SOLAR FARM – Agreed Cllr Barradell should make a phone call to the contact he has asking whether the amount being offered is reasonable. It was felt a 40/60 split was more appropriate than 33.3/66.6 based on area. Responses by 11th March.
21/22-123: Community Cleaner – no hours for January.
21/22-124: Amenity Area - the hedge has been finished. Cllr Watson is arranging for the brush to be put in heaps ready for burning when the weather is drier. Thanks to Cllr Barradell for successfully getting funding for 4 picnic benches (Clerk to submit acceptance form) – suggestion is to put one bench in each of the four “triangles” at the amenity area. The grass will need cutting more often and once the first cut has been done in the next month or so, we can arrange delivery of the benches – completion aim is April.
21/22-125: Tree felling on Toll Bar Road – A parishioner had written in commenting on the removal of the trees. There is nothing the PC can do although it was a disappointing act by the landowner.
21/22-126: Sewage Treatment Works – the dry sewage waste storage will remain until it can be spread on the fields at harvest time. A skin forms on top which should alleviate the smell but we are currently getting complaints about the smell. Clerk to write to Anglian Water and ask why the waste is being dumped here at Marston and we were not informed; how much more is coming and where from, other than March in Cambridgeshire; finally, will this be an annual occurrence?
21/22-127: Sewage Inspection Chambers – the inspection chambers outside Foxglove House and Rainbows End on Toll Bar Road constantly emit a pungent smell. Clerk to write to Anglian Water and ask them to attend and report back.
21/22-128: Queens Platinum Jubilee – the quiz on 29th January raised over £1000. There was a committee meeting last Monday. It is proposed that there will be a hog roast, a program of activities for the children and a live band at the party on Sunday 5th June. The event will run from midday to 7 pm. There will be a fund-raising treasure hunt on the Saturday of Easter weekend.
21/22-129: Finance:
It was resolved to sign the bank reconciliations at 31.1.22
It was resolved to pay the LALC subscription in the sum of £143.93.
21/22-130: Urgent matters for discussion – the litter pick is imminent. Dog fouling is getting worse and the community cleaner should be reminded that it is part of his job to collect up any he sees.
21/22-131: Date of next meeting: 19th May which is the Annual Parish Meeting, Annual Meeting of the Parish Council and a regular meeting. Commencement at 7 pm.
