MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held at Hougham and Marston Village Hall on 19th May 2022  at 7.10 pm 
Present: Cllr P. Cartwright  (in the Chair), Cllrs A.Barradell, S. Brown, V. Morell,  K. O’Sullivan, 
C. Stephens and A. Watson.   Also Dist Cllr P Wood and Cty Cllr A Maughan.  There were no members of the public.
 
 
22/23-01: Election of Chairman  - Cllr Morrell proposed and Cllr Brown seconded that Cllr Cartwright be appointed and continue as Chair.  Cllr Cartwright accepted and signed his Declaration of Acceptance of Office. 
 
22/23-02: Election of Vice Chairman – Cllr Watson proposed and Cllr Barradell seconded that Cllr Stephens continue as Vice Chair.  Cllr Stephens accepted and signed his Declaration of Acceptance of Office.
 
22/23-03: The Chairman gave his annual report [copy attached].
 
22/23-04: Apologies – There were none.
 
22/23-05: Declarations of Pecuniary Interest – there were none.
 
22/23-06:  Minutes of the last meeting – the Minutes of the meeting held on 3rd March 2022 were read and approved, and it was resolved that the Chairman sign them.
 
22/23-07:  County/District/Police matters:  
Cllr Maughan said that there had been a lot of support for homing Ukrainian refugees but that lots of checks had to be done before they could be homed.  Our Fire Service is supporting the Fire Service in the Ukraine with equipment.  Budget – Council Tax increased by 2%.  Department of Transport money has been cut.  Emphasised that people should use Fix My Street where possible.  The re-surfacing program is ongoing it gives a 5-10 years longer life to roads. LCC is managing to keep children out of the care system in many cases. 
Cllr Wood said that there is a meeting next week to appoint a Leader and Chair for SKDC.  SKDC has had a re-organisation – the Chief Executive now has four not six directors and has reorganised staff – this has saved approximately £1,000,000 per year.  Housing stock had not been maintained but she is putting this right. Council Offices on Avenue Road may be sold off and staff will move into offices above the new cinema; the offices on St Peters Hill (Guildhall etc) will remain.  There is still a shortage of planners – enforcement has been lax but should improve.
 
22/23-08: School Safety Zone and Highways – 
The yellow lines have been in a year or so.  A meeting was held with the school and Chair of the PC and the outcome was reported back to Highways.  The proposal for School Lane is to remove the rutted verge and tidy that area up for use for parking.  Any overflow will have to use Barkston Road.  The school still want more parking on School Lane but this is unlikely.  A final meeting between Highways, the school and PC Chair will take place.  Parking in the pub car park is not an option.
No further works will take place on Stonepit Lane.  The road width is sufficient for people to pull out of their driveways if people park opposite.
The village has a number of bends which are natural speed reducers so it is unlikely any other speed reduction methods will be agreed.  Consider using the funds from the solar farm payment for a more sophisticated SID.  Consider meeting with LRSP for suggestions and the reality of use of another SID.
 
22/23-09: Planning:       
S 22/0085 – Wagtail Fisheries- removal of restriction on numbers – pending consideration.
         S22/0482 – Non material amendment at outbuilding rear of Dove House – approved.
         S22/0541 – Details re conditions at outbuilding rear of Dove House – approved.
         S22/0669 – land at A1/Toll Bar Road junction – more statics on site – chase Enforcement 
         again and copy Paul Wood in.  **
         S22/0778 – Mill Farm House – new entrance and replacement garage –  pending   
         consideration.
         S22/0780 – new dwelling at Church Walk Cottage – pending consideration.
         SOLAR FARM – agreement re payment. (3/7 of £50000 to Marston).
**   Regarding the area of snatched land at the A1/ Toll Bar Road site – Cllr Barradell will follow up with the plan presented to assist in finding the owner of the land.
 
22/23-10: Community Cleaner – has been busy grass-cutting throughout April.
 
22/23-11: Defibrillator training – Clerk reported that LIVES will not be asked to do the training as it was quite expensive.  A person in Hougham is suitably qualified and may assist.
 
22/23-12: Amenity Area – The grass needs cutting as soon as possible – agreed this should wait until after the Jubilee weekend.  Cllr Stephens and the community cleaner will carry out clearing the tree that had fallen down.  A buoyancy aid may be required once we open up this area and Cllr Stephens will look into this.  Clerk to order the 4 benches after 10th June – delivery to Cllr Brown.
 
22/23-13: Electricity sub-station: Western Power had said that the sub-station on Main Street will be moved to Kerrs Crescent.  Apparently the delay is a problem between SKDC selling or leasing the land to Western Power.
 
22/23-14: Sewage Treatment Works – no further waste is coming on to site.  The Environmental Agency has said the waste must be removed but so far this does not appear to be happening.
 
22/23-15: Sewage Inspection Chambers – the inspection chambers outside Foxglove House and Rainbows End on Toll Bar Road – Anglian Water were monitoring this – Clerk to chase.
 
22/23-16: Queens Platinum Jubilee –170 hog roast tickets have been sold.  People may need to bring small tables and chairs.  Sunday 5th June will be very busy.  The bar may need to be a cash bar depending on the accessibility of a signal for a card machine to work. 
 
22/23-17: Finance:  
[1] It was resolved to sign the bank reconciliations at 28.2.22, 31.3.22 and 30.4.22.
[2] It was resolved to sign the AGAR Certificate of Exemption.
[3] It was resolved to sign the AGAR Annual Governance Statement.
[4] It was resolved to sign the AGAR Accounting Statement.
[5] It was resolved to pay the insurance at £340.64.
[6] It was resolved to buy bottles of wine for the internal auditor’s work.
 
22/23-18:  Urgent matters for discussion – No further action will be taken with regard to the query raised about the visiting fish and chip van.  Cllr Maughan will chase the query regarding the dropped kerb outside the new housing development; he will also chase up the flooding situation at Toll Bar Road/ Pinfold Lane.  Thanks to everyone who took part in the litter pick.
 
22/23-19:  Date of next meeting:   7th July 2022.
