MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held at Hougham and Marston Village Hall on 2nd September 2021  at 7.30 pm 
Present: Cllr P Cartwright (in the Chair), Cllrs  V. Morrell,  K. O’Sullivan, C. Stephens and A. Watson plus  Dist Cllr P Wood and Cty Cllr A Maughan.  There were no members of the public present.  
 
21/22-65: Chairman’s remarks:   Chair welcomed all present. There were no members of the public in attendance.
21/22-66: Apologies – Cllr A Barradell.
21/22-67: Declarations of Pecuniary Interest – there were none.
21/22-68: Minutes of the last meeting – the Minutes of the meeting held on 15th July were read and approved, and it was resolved that the Chairman sign them.
21/22-69: County/District/Police matters:  Cllr Wood advised that a new Head of the Planning Department was starting later this month.  An independent report has suggested that SK needs to make changes to its planning process. Leisure Centres need attention/maintenance.
Cllr Maughan advised that the interactive highways map is now available on the LCC website.  Our drainage works are scheduled for this year.  There is no longer any need to book appointments to use the waste recycling centres.  Lincs Fire and Safety are giving free advice to businesses.  Bus services – the consultation results will be used to see where money will be spent.
21/22-70: School Safety Zone and Highways:  The coffee shop application at the A1 junction took Toll Bar Road off Highways England’s records but this issue is now back on thanks to Cllr Maughan.   HE has to submit bids to the Midlands region and they decide how money is allocated.  HE has had a request to close the crossover and the next move will be consultation.  It is just a matter of when, rather than if, it will be closed.
Snatched land at A1/Toll Bar Road not yet sorted out.  School Lane markings are completed.
21/22-71: Planning: S21/0772 – The Thorold – extensions and other changes – approved.
                                 S21/1018 – Solar Farm at Gonerby Moor – Lightsource will not increase £50,000 community benefit fund.  We should write to Lightsource saying we had very little consultation which is unsatisfactory.  The disruption when work starts will affect many residents who should know how they will be affected. (cc Alex, Paul and Phil Jordan).
                                 S21/1224 – Mill Farm House – replacement garage and moving of access –     approved.
                                 S21/1413 – The Corn Drier – reserved matters – pending consideration.
                                  S21/1634 – Holly Farm – tree works.
                             
21/22-72: Community Cleaner – No up to date report but village is looking a lot tidier.
 
21/22-73: Amenity Area – Picnic benches are costing at £175 - £300.  One fingerpost sign is still missing.  The second-hand bin is in Cllr Stephens garage.  The field and riverbank needs clearing and the hedge needs cutting right back – Cllr Watson will speak to likely people who could do this work and get costings.  May need a skip to get rid of the cuttings.
 
21/22-74: New benches – the concrete base for the Barkston Road bench is in situ, thanks to Harlaxton Engineering.  Cllr Brown will look at the bench itself to see how best to install it.  The bench for the amenity area has been ordered – delivery early December.  The agreed bench for the village green is the Cambridge (from Gardenbenches.com) and the Chair will order this – the plaque setting will need to be adjusted to fit this new bench.  Resolved to spend £399.
 
21/22-75: Planting Daffodils – agreed various places for daffodils to be planted.  Chair will set the wheels in motion and purchase bulbs later this month.
 
21/22-76: Grantham Transport Strategy – Cllr Stephens will attend the meeting regarding this.  He will raise the issue of a bus service for Marston and possible weight restrictions on rural roads.
 
21/22-77: Queens Platinum Jubilee – Chair and Cllr Morrell will attend the meeting on 7th September with a view to setting up a QPJ committee.
 
21/22-78: Finance:  
It was resolved to sign the bank reconciliation at 31.7.21.  
 
21/22-79: Correspondence – there is none.
 
21/22-80: Urgent matters for discussion – Clerk to pay the church for grass-cutting (Cllr Brown to get bank details for BACs).  If we are to do a Christmas hamper this year then donations will be required at the November meeting.  Cllr Maughan will enquire as to whether we can have a No Parking sign for the yellow zigzags on School Lane. Chair will contact Anglian Water regarding the sewage blockage at Toll Bar Road/Main Street.
 
21/22-81: Date of next meeting:   4th November 2021. (Chair away so Cllr Stephens will Chair).
          Meeting closed at 8.47 pm
