MARSTON PARISH COUNCIL

NOTES of the Parish Council meeting held virtually on Zoom, on 4th March 2021  at 7.30 pm

Present: Cllr P Cartwright (in the Chair), Cllrs. A. Barradell, S. Brown, V. Morrell, K. O’Sullivan,             

C Stephens and A Watson plus  Cty Cllr A Maughan.   There were no public present.

 

20/21-76: Chairman’s remarks:   Chair welcomed all present.

20/21-77: Apologies –Cllr P Wood who was unable to sign on to Zoom.

20/21-78: Declarations of Pecuniary Interest – there were none.

20/21-79:  Minutes of the last meeting – the Minutes of the meeting held on 4th February 2021 were read and approved, and it was resolved that the Chairman sign them.

20/21-80:  County/District/Police matters:  Cllr Maughan advised that the LCC budget has been approved resulting in the County Council’s Council Tax being increased by 1.99%.  The new business grants are now live on the LCC site.

20/21-81:  School Safety Zone and Highways:  Cllr Maughan (AM) is meeting with Rowan Smith (RS) next Tuesday when they will discuss the drainage issues in Marston and will arrange a date for a walk around the village.  RS is chasing the enforcement action on the “snatched” land at the A1 Toll Bar Road junction (south).  AM is asking for the hierarchy in works being done to be changed so that we get action on the potholes on Toll Bar Road (outside the QK site).  Patching is due to take place on 22nd March.  AM has chased the link road proposals at the proposed Solar Farm site at Cliff Road but still not heard back – Great Gonerby PC are aware and they have had some discussion.  Regarding closure of the crossing at the A1/Toll Bar Road, AM has heard nothing from Highways England, nor has Caroline Johnson MP, and she is going to write to the Department of Transport.  There has been no reduction in the total funding for Highways 2021-2022.

A Stonepit Lane road sign has been damaged – clerk to report to SKDC.

20/21-82: Planning:

S20/1363 – Marston Hall – change of use – pending consideration.

                             SOLAR FARM at Cliff Road - no update from Lightsource Ltd yet (see above).

                                S21/0165 – The Pinfold – change of use for new access – pending consideration.

                                S21/0191 – Rear extension at Redwood House, Toll Bar Road – pending consideration.

                                S21/0144  - Glendale development – S21/0144 – request reason for gravel drive

                             between plots 3 and 4.

                            

20/21-83: Community Cleaner – Has not worked any hours in December or January due to inclement weather.  He has 7 hours remaining for the current year.

20/21-84: Litter pick – the kits have been purchased and the “pick” will take place on 21st March.  There will be different start times and social distancing will be in place.

20/21-85: Amenity Area – Hedge laying unlikely to take place this year. No update on nature trail .

20/21-86: New benches – resolved to go ahead with the Glasdon Lowther bench for the verge at Barkston Road/School Lane junction - AM will arrange to get the appropriate application form from Highways for siting the bench on their land.  A decision on a bench for the amenity area is still ongoing.

20/21-87: Finance:

It was resolved to sign the bank reconciliation at 28.2.21

20/21-88: Correspondence – there is none.

20/21-89: Urgent matters for discussion –there has been a request to re-site a BT pole on Pinfold Lane so that it is put into the footpath.    As this would impede the facilities for pushchairs, wheelchairs etc wishing to use the footpath, this Council is not in agreement – AM will have a word with RS and PC Chair will provide a photograph to assist.

Thanks to AB for obtaining the Anglian Water drainage maps of the village.AM will try and obtain a copy of the LCC drainage maps too.
