MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held virtually on Zoom, on 22nd April 2021 at 7.30 pm
Present: Cllr P Cartwright (in the Chair), Cllrs. A. Barradell, V. Morrell, K. O’Sullivan and A Watson plus Cty Cllr A Maughan and Dist Cllr P Wood. There were no public present.
21/22-1: Chairman’s remarks: Chair welcomed all present.
21/22-2: Apologies – Cllrs Brown and Stephens.
21/22-3: Declarations of Pecuniary Interest – there were none.
21/22-4: Minutes of the last meeting – the Minutes of the meeting held on 4th March 2021 were read and approved, and it was resolved that the Chairman sign them.
21/22-5: County/District/Police matters: Cllr Maughan advised that all drainage improvements are agreed and we are just waiting for contractors to give a date for the works to be done. The positioning of the BT pole at Pinfold Lane has been agreed. He has had a letter from the Minister of Roads regarding the A1 and will continue to keep in touch with Highways England. Highways England has still not had a request to close the crossover and no works have started on site yet. The potholes outside QK have been done and a good job was made. From May onwards our area will get a new patching machine.
Cllr Wood advised that Councils have to continue to save money – SK is slimming down its senior staff saving £500-£600,000. A new deputy Chief Executive has just started and a new Director of Housing is to be appointed. There will also be a new Assistant Director of Planning. SK is looking at shared services with other District Councils.
21/22-6: School Safety Zone and Highways: With regard to the land grabbing at the A1/Toll Bar Road junction, an Enforcement Notice was issued on 12th April and structures are to be removed by 12th May. If they are not, then Highways will remove them and charge the land owner. Clerk to chase new nameplate for Stonepit Lane.
21/22-7: Planning:
S20/1363 – Marston Hall – change of use – pending consideration.
SOLAR FARM at Cliff Road – looks like this will not be going ahead.
S21/0144 - Glendale development – query resolved and work has commenced.
S21/0165 – The Pinfold – change of use for new access – approved.
S21/0191 – Rear extension at Redwood House, Toll Bar Road – approved.
21/22-8: Community Cleaner – Some trees are down in the amenity area and need clearing. There are 1.5 hours carried over from last financial year.
21/22-9: Litter pick – extremely good job done – thanks to all involved.
21/22-10: Amenity Area – No updates. There are some wild flowers coming through but we may need to plant more.
21/22-11 : BT Pole – this will be put on inside edge of footpath and may go into the land owners hedge which is encroaching on Highways land.
21/22-12: New benches – Highways has consented to position we asked for and Harlaxton Engineering has expertise required to install the bench; they have offered to do so. Clerk to respond to Mr Thorold thanking him for his letter and saying we have Highways consent to the position of the bench. Cllr Watson to order bench – invoice to Clerk.
21/22-13: Finance:
It was resolved to sign the bank reconciliation at 31.3.21.

[b] It was resolved to sign AGAR Section 2
[c] It was resolved to sign Certificate of Exemption.
21/22-14: Correspondence – there is none.
21/22-15: Urgent matters for discussion –resolved to spend £20 on internal auditor “thank you”; Cllr Morrell will arrange. There is some wall capping “in the air”, and dangerous, on the footpath between the school and church – Cllr Barradell to provide full information to Clerk who will then write to Mr Thorold.
21/22-16: Date of next meeting: 20th May in the Village Hall at 7 pm. This will be the Annual Parish Meeting, the Annual Meeting of the Parish Council and the regular meeting.
