Minutes, 20 May 21

MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held at Hougham and Marston Village Hall on 20th May  2021  at 7.40 pm 
Present: Cllr P Cartwright (in the Chair), Cllrs. A. Barradell, V. Morrell, K. O’Sullivan, C. Stephens and A. Watson plus Cty Cllr A. Maughan.  There was one member of the public present.  


21/22-17: Chairman’s remarks:   Chair welcomed all present.
21/22-18: Apologies – Dist. Cllr Wood and Cllr S Brown.
21/22-19: Declarations of Pecuniary Interest – all Councillors in item 21/22-23 – The Thorold.
21/22-20:  Minutes of the last meeting – the Minutes of the meeting held on 22nd April were read and approved, and it was resolved that the Chairman sign them.
21/22-21:  County/District/Police matters:  Cllr Maughan thanked everyone for their support in the recent elections and looks forward to working with us for the next 4 years.  There was a 44% turnout which was the highest in the county.  Conservatives won with 54 out of 70 seats and they are committed to keeping the Council Tax low and providing a high quality of services.  Fly tipping and potholes are a big issue.  The new JCB pothole probe machine is now being used across the County.  LCC is promoting walking and cycling and there will be pedestrianisation in parts of Grantham.
21/22-22:  School Safety Zone and Highways:  With regard to the land grabbing at the A1/Toll Bar Road junction, no response to the Enforcement Notice from the owners so Highways will take back the land and charge the land owner.   New nameplate for Stonepit Lane in hand.  The first planning on the petrol station site has now expired.  Cllr Maughan hopes to have a meeting with Highways England in June, with regard to their feasibility studies.  Accident rates have been pretty consistent year on year.
21/22-23: Planning: 
S20/1363 – Marston Hall – change of use – pending consideration.
S20/0772 – The Thorold – extensions and other changes – pending consideration.
                                      
21/22-24: Community Cleaner – He was thanked for doing a great job.  All equipment is now to hand to enable him to finish the work on the benches.

21/22-25: BT Pole – this will be put on inside edge of footpath which is part of the highway and may go into the land owners hedge – this has been agreed with Highways and we are now waiting on BT.

21/22-26: New benches – agreed that we will inform nearby residents of our plan.  Benches not yet ordered as wording for plaques not finalised.

21/22-27: Footpath wall – owner of the wall has said the repair will be included in ongoing maintenance.

21/22-28: Finance:  
It was resolved to sign the bank reconciliation at 30.4.21.  It was resolved to renew the insurance.

21/22-29:  Correspondence – there is none.

21/22-30:  Urgent matters for discussion – the Emergency Plan has been reviewed and no updates are required.  There was a suggestion that we plant daffodils for next spring – Agenda for next meeting.

21/22-31:  Date of next meeting:   17th June.
