MARSTON PARISH COUNCIL
NOTES of the Parish Council meeting held virtually on Zoom, on 7th January 2021 at 7.30 pm.
 
Present: Cllr P Cartwright (in the Chair), Cllrs. V. Morrell, K. O’Sullivan, C Stephens and A. Watson, and Cllr Bob Chalklin from Hougham PC (Agenda item 5). There were no public present.
 
20/21-40: Chairman’s remarks: Chair welcomed all present.
 
20/21-41: Apologies –Cty Cllr A Maughan and Dist Cllr P Wood.
 
20/21-42. Declarations of Pecuniary Interest – there were none.
 
20/21-43: Minutes of the last meeting – the Minutes of the meeting held on 19th November 2020 were read and approved, and it was resolved that the Chairman sign them.
 
20/21-44: Emergency Plan – in respect of the Coronavirus crisis. The flier used in the first lockdown has been re-printed as a reminder to residents of Hougham and Marston of the availability of Councillors and volunteers to assist if required. This will be delivered soon. A note to go on HAMES asking for more volunteers. The Plan has been updated to include The Thorold.
 
20/21-45: County/District/Police matters: No reports had been received.
 
20/21-46: School Safety Zone and Highways: The re were no updates regarding Stonepit Lane flooding nor Highways England regarding A1/Toll Bar Road.
 
20/21-47: Planning:
S20/1363 – Marston Hall – change of use – pending consideration.
S20/1562 – The Corn Drier – outline application for 4 new houses – pending.
S20/1774 – Meadow View – tree work – approved.
S20/1781 – Rose Farmhouse – conversion of outbuilding – approved.
S20/1831 – 3 Bridge Street – various extensions – approved.
SOLAR FARM at Cliff Road - Cllr Maughan is soon to write to Lightsource with our suggestion for a relief road using part of the proposed site. A letter regarding Community Benefit had been received but it was agreed we would do nothing until we hear from Lightsource.
 
20/21-48: Community Cleaner – Only did 2.5 hours in November which is expected.
 
20/21-49: SID – New battery delivered and in place. Lasts about 3 weeks but this may reduce once traffic increases after lockdown.
 
20/21-50: Amenity Area – no update on hedge-laying. No update on nature trail as yet but Cllr Stephens is putting some ideas together. Wildflowers will not be visible yet.
 
20/21-51: New benches – a resident had shown an interest in sponsoring a new recycled plastic bench. Two options for placement had been put forward, one at the corner of Barkston Road near the Hall and the other in the amenity area. Clerk to forward cost of Kerrs Crescent bench and Cllr Watson to enquire of resident as to his preferred site for a new bench.
 
20/21-52: Dog mess – agreed that a flier should go out again – this can be sent out with the flier mentioned in Minute 20/21-44. Chair to circulate original flier for any suggested amendments.
 
20/21-53: Website – old website switched off and new one up and running.
 
20/21-54: Finance:
It was resolved to sign the bank reconciliations at 30.11.20 and 31.12.20.
Clerk had circulated a schedule of projected expenses at 31.3.21 against budget and put forward suggestions for the precept for 2021-22. Discussion took place and it was resolved to precept £5,420.
 
20/21-55: Correspondence – there is none.
 
20/21-56: Urgent matters for discussion – a litter pick is planned for 21.3.21. This may not take place due to Covid lockdown restrictions. However it is suggested that people could collect litter on their daily walks and it was put forward that £100 would buy 20 kits (high viz vests, grabbers and bags). AGENDA for February meeting.
 
20/21-57: Date of next meeting: 4th February at 7.30 pm.
